According to the NSW Govt Dept of Finance & Services the Collins Inquiry into Insolvency in the Construction Industry is recommending that commercial builders require licensing based on a minimum financial  capacity to help protect subcontractors, tradesmen, suppliers & consultants from unscrupulous and incompetent builders.
